Abstract

This thesis analyses the effects of regulatory heterogeneity on trade flows and policymaking. To this aim, developing new indicators and methodological techniques is key and constitutes the main contribution of the four chapters. The first chapter addresses the question of regulatory heterogeneity measurement by constructing new indicators of NTMs and presenting stylized facts. The second one disentangles the drivers behind these regulatory heterogeneity indicators analyzing whether global value chains are already influencing these differences. The third chapter focuses on regulatory heterogeneity in the context of services trade and bridges the gravity model with the uncertainty in trade policy literature. The fourth and last chapter goes beyond particular aspects (i.e. regulatory heterogeneity) or sectors (services) to understand the impact of trade agreements with a more comprehensive approach. It analyzes the direct and third-country heterogeneous effects of trade agreements at the country pair level. In summary, this thesis provides a deeper understanding of regulatory heterogeneity providing novel NTMs indicators data and methodology to assess its heterogeneous effects on trade. Results inform key policymaking decisions such as NTMs that are more relevant to trade, the implications of GVCs in NTM, the relevance of avoiding uncertainty in services trade or a methodology to analyze when an agreement can be beneficial for its members, and how it will affect other countries.
